During our recent online webinar, we launched the Blue Education Framework, an essential and pioneering document and tool to advance blue education across Europe and beyond. The webinar welcomed over 140+ participants and four experts who discussed the role of green and blue education, shared reference points to support the integration of ocean and water literacy across education systems.
The event was moderated by Evy Copejans (EMSEA) and the Blue Education Framework was presented by Ivana Kovac (European Schoolnet), who described it as a structured guide that helps align expectations, create a common language, and enable comparability across contexts, while still allowing for local adaptation. Like a compass, it does not prescribe a single path, but helps actors orient themselves and make informed decisions.
As speakers and panellist, the webinar was glad to have:

- Sophia Queckenberg,DGEAC, European Commission, Sustainability education
- Cassie Hague, analyst OECD’s Centre for Education Research and Innovation
Speakers highlighted that frameworks are roadmaps. They serve as a compass with shared expectations and a common language. Theydo not guarantee change. While they provide structure and coherence, real impact depends on the local implementation. Moving a framework from a static document to a practical tool requires political will, resources, capacity building, and strong support for teachers and public institutions.
The Blue Education Framework was also positioned as complementary to existing sustainability frameworks, particularly green competence frameworks. Its added value lies in its operational focus, addressing the “how” of implementation and covering in a holistic way both marine and freshwater systems, making it relevant in all territories.
Finally, panellists stressed the importance of treating the framework as a living document, supported by communities of practice, peer-to-peer learning, and shared spaces for exchange. Only through collective action can the framework truly guide education systems towards meaningful and lasting change.
